Do we believe the risk of opening the borders outweighs the freedom it enables?

From 28th June
- Double Jabbed – Freedom for inbound and outbound travel (after two weeks of 2nd dose)
- We’re branding it ‘2+2’
- Caveat – fully vaxxed outside of common travel (UK, Ireland, Jersey and Guernsey) area will still need to self iso and test
- Red country travellers aren’t welcome – need to quarantine in the UK before coming here
- Vax status checks are in progress – going to be lots of police at ports
- What about the kids? They still need to be tested, but under 5’s don’t need a swab

2+2 (trying to make fetch happen) won’t need to isolate if they’ve been contact traced from 28th June

LEANNE: Timeframe for the next border stage? Level 2 or 1?
HQ: Revolves around data. One more Tynwald left. Schools going on Summer holidays. Need to see how the next few weeks go.
DA: Data. Steps. Exit Framework a guide. This is a step on a path back to normality.
LEANNE: Vax compulsory for freedom?
HQ: Temporary measure. All residents free to travel between the British Isles, a positive step forward (reads from script)
ROB: Younger members of society feeling the pain? What are you saying?
HQ: Young people are lucky as they probably won’t die. 2+2. If I was a young Howard I’d be happy I wasn’t old right now.
DA: Just get jabbed. This is about the Island getting back to normality. We’re following science. Pathway for anti-vaxxers – 1-day test and released.
ROB: Testing. Vaccines don’t eradicate it. Still loads of Manxies unvaccinated. Shouldn’t we keep some level of testing?
HQ: Well Robert. We can’t live in a world without risk. A big percentage have had a dose.
DA: Some are more vulnerable than others. It’s not going away, it’s not about cases anymore though, it’s about serious illness.
Dr H: *lovely pink blazer and scarf* If you’ve been vaccinated you are at low risk of being infected and transmitting. Vaccines are effective.
AL BELL: Parents are worried about outbreaks in schools. Some school kids are vulnerable. How will you protect them?
HQ: Kids over 5 need to be tested. But hoping to change it during the Summer Holidays.
DA: Surveillance pilot running in secondary schools. The risk of serious illness in kids is still reduced compared to adults.
Dr H: Kids have mild asymptomatic illness. Only picked up through surveillance or surge testing. The vast majority of kids are Ok.
AL BELL: Can people bypass the test?
HQ: Legally you must declare if you’ve been outside of the common travel area.
DA: No. The UK is clear on its requirements for Red & Amber countries
HQ: The rock isn’t a loophole. We’ll fine people.
SAM: Pregnant women have waited for their vaccine. They have been told to wait until Autumn? But Uni students are being prioritised?
DA: They can register now. The issue is we’re affected by supply. We can’t stock vaccine for people who want a vaccine in the future as they have a ‘sell-by date’.
SAM: But can they book after they’ve had a baby?
DA: Stock. Shelflife. We can’t stock a load for the preggo’s in case they go out of date. Information out there.
SAM: Vaccination Digitisation. We love an App. But what about those who are less tech-savvy?
DA: Formal letter with a barcode. We can access it via the NHS now.
Siobhan (Newspaper’s Newcomer): What is the logic behind dropping the border testing?
DA: Only for the 2+2.
Dr H: Risk mitigation rather than elimination
Siobhan: Other plans? Lateral flow testing sounds a bit dodgy? Are they going to be of any use?
DA: As mitigation they’re good. It’s a virus, there will be outbreaks. We need to contain serious illness and death. I love dishing out the numbers, but we need to flip it now. Lateral flow is for surveillance. A tool in our arsenal.
Dr H: Ground well covered Dave. Being able to identify the virus is useful. We’ll learn more when we launch the school pilot.
