Education Review Due Next Summer
The review into funding of education on the island will not be delivered before next summer.
Chief Minister Alf Cannan confirmed the timeframe after a written question from Douglas East MHK Joney Faragher.
Education Minister Julie Edge told Tynwald earlier this month that the Premier Advisory Group, which has been commissioned to conduct the review, will be meeting with schools and the infamous ‘stakeholders’ from January.
In his response to Ms Faragher, Mr Cannan said: ‘After a competitive process Premier Advisory Group (PAG) were awarded the contract to conduct the review and the Terms of Reference are below. However please note that due to some delays the date of completion has now been amended from October 2022 to June 2023.’
Scope
The report will consider and provide recommendations on the following:
- The quality, equity and sustainability of the current funding model;
- The adequacy of the core allocation mechanisms for school budgets;
- The adequacy of the allocation of support for those with additional needs;
- The value for money achieved through the provision of this funding;
- An indication of the likely levels of funding needed in the future, taking into account the Government’s objectives and policies for Education; and
- Policy options available to improve educational delivery within the existing resource envelope.
In undertaking the review, due consideration will be given to models of good practice in the UK and other jurisdictions to enable a comparison of both funding and delivery with the Isle of Man model. It will also involve a range of stakeholders, and evidence will be gathered from the CoMin, Tynwald members, senior officers, teaching, operational staff and support staff.
