The company is proposing re-development of the Commissioners Yard on Milner Terrace.
Over 80,000 sq. get of office, retail and leisure space is planed for the site as well as a 80-bed hotel.
The site also contains an area which the developer has proposed for us as public space.
DEFA has applied for permission to allow food vendors to operate out of Chibbanagh Plantation car park on the Cooil Road.

Permission for the demolition of the citadel and building of a 44-bed hotel was granted last month, alongside approval for registered building consent.
It has said it will shortly be submitting exciting plans for a new mixed-use development at the Villiers Square site, Loch Promenade, Douglas.
That previous appeal was refused with planners citing the 'uncharacteristic use of dormer windows'.
