MHKs basic salaries will top £75,000 as a result of the pay award agreed with the Public Services Commission.

Following negotiations with both Prospect and Unite the Union under the collective bargaining arrangement, the Public Services Commission (PSC) has agreed to implement a pay award of 6% for April 2023.

The agreed award will be applied to all grades of staff who are employed by the PSC, which will include members of Tynwald.

The annual sum payable to a MHKs and the President of Tynwald is the amount at the mid-point between spine points 40 and 41 of the Public Services Commission Pay Scales, while MLCs (excluding the President) are paid the amount at spine point 39.

The increase means MHKs basic pay will rise from £71,610 to £75, 906, while MLCs basic pay will rise from £67,603 to £71,659.

Tynwald members’ pay is tied to PSC rates by the Members of Tynwald (Annual Sums)(Amendment) Order 2021 which was created after a committee explored rates of pay and structures to remove the power for setting pay from MHKs.

On top of this, the Chief Minister gets an extra 30%, the Speaker, ministers and President get an extra 15%, while chairs of the Post Office, OFT, MUA, Public Accounts Committee and PSC get an extra 5%.

By comparison, in Jersey politicians pay is currently under review but they are paid a minimum of £50,000, in Guernsey members are paid between £45,000 and £79,000 depending on their level of responsibility and MPs at Westminster are paid a minimum of £86,584.

The award will apply to the rates of pay for all PSC Civil Service, manual and craft employees and all other staff of the DESC except teaching and lecturing staff as well as staff employed under new terms for new starters and promotions (NTNSP) and staff on analogous terms and conditions. It includes all pay ranges, points on the pay spine point, and the JESP pay ranges.

Employees who have ceased employment with the PSC prior to 27 October 2023 will not be entitled to receive any increase or arrears of pay from the pay award.
